Request for proposals issued yesterday for a Special Medical Needs Power Supply Program
WAILUKU, Hawaiʻi (Sept. 29, 2026)—The Department of Human Concerns issued a request for proposals yesterday for a program to provide backup power supply during electrical outages to residents who rely on life-sustaining, electrically powered medical equipment, Councilmember Kauanoe Batangan announced today.
Batangan said he initiated the proposal to create the Special Medical Needs Power Supply Program with a $150,000 appropriation in the fiscal year 2027 budget. The department will accept proposals from for-profit and nonprofit organizations who meet the administrative and operational mandates and can oversee the technical delivery of the program, he said.
“The council heard the community’s concerns and is eager for the county to address the needs of households who rely on electric medical equipment, especially as uncertain weather conditions continue to increase the possibility of power outages,” said Batangan, who holds the council seat for the Kahului residency area. “We look forward to working with the Department of Human Concerns to support the development and implementation of this pilot project.”
The department will host a virtual pre-proposal informational meeting Oct. 7 at 1:30 p.m. to review the RFP process and receive any questions from potential applicants. The deadline for submitting a proposal is Oct. 30 at 4:30 p.m.
